Defense Logistics Agency (DLA) Energy - FESBA seeks to identify responsibly qualified businesses and obtain information regarding possible suppliers who can provide Contractor-Owned, Contractor-Operated (COCO) Defense Fuel Support Point (DFSP) services in the Portland, ME area. Approximately 150,000 barrels storage (fill) of Aviation Turbine Fuel capacity is required. A minimum of two tanks interconnected. Additive injection capability is required for all Jet A outbound shipments to regrade to Jet A with additives. All storage must be available and operational upon award at a single facility. The U.S. Government (USG) anticipates solicitation of a four-year Firm-Fixed-Price contract with one five-year option. The Period of Performance (PoP) for the four-year base period is estimated to begin on July 1, 2027 through June 30, 2031, with one five-year option period from July 1, 2031 through June 30, 2036, and an option to extend the contract for a total of no more than six months from July 1, 2036 through January 31, 2037.Approximately 150,000 barrels storage (fill) capacity is required.
