RFI: Army Digital Engineering (DE) Ecosystemview on SAM.gov

The Army seeks to collaborate with industry to inform how it might solve a defined set of Digital Engineering (DE) problems and shape a consolidation strategy for DE tools, services, and licenses. The scope of this RFI is focused on the Engineering & Manufacturing Development (EMD) and Technology Maturation & Risk Reduction (TMD) portions of the acquisition lifecycle, spanning requirements, architecture, modeling, simulation/analysis, verification & validation (V&V), virtual prototyping, 3D Computer-Aided Design (CAD)/physical prototyping, and testing. Additive manufacturing, logistics, supply, and sustainment operations are out of scope for this RFI, as those responsibilities reside elsewhere. Today, the Army utilizes a plethora of DE Ecosystems and tooling. As a result, model-based systems engineering (MBSE) and architecture data are locked in individual tools and stored in disparate systems there is no common repository, tool proliferation is high, and there is a lack of guidance on which tools to use and how to use them. The Government has been directed to consolidate tools, services, and licenses, but must do so without disrupting ongoing PM execution and while avoiding vendor lock-in and locked-in data. This RFI is organized by Problem Statement (PS). For each problem, the Government describes what it is experiencing and invites respondents to share how such problems are typically addressed using existing systems and tools, so responses are directed, concise, and informative. The RFI Form is located here: https://forms.osi.apps.mil/Pages/ResponsePage.aspx?id=D9fm-kuVEUiStgUw1vhMQwljabDYvslKqUqCi90ySNBUNFI2VzhLWDBPNVMxNEZJRVZTN1A5QTRNOS4u NOTICE / DISCLAIMER This is a Request for Information (RFI) issued solely for market research and planning purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. This RFI is not a Request for Proposal (RFP), Invitation for Bid (IFB), or an obligation on the part of the Government to issue a solicitation or award a contract. No contract will result from this RFI. The Government will not reimburse respondents for any costs incurred in preparing or submitting responses. Responses are voluntary. Respondents must clearly mark any proprietary or Controlled Unclassified Information (CUI). Submission of information does not create any right or entitlement, nor obligate the Government in any way. The Government is conducting market research to understand what capabilities exist in industry today. Respondents are encouraged to describe their current approaches, tools, and experience; to note maturity and limitations candidly; and to cite where capabilities have been demonstrated, rather than to propose or commit to a specific solution. INDUSTRY DAY Army Systems Engineering & Architecture is hosting an Industry Day in conjunction with this RFI on 20 August 2026. Registration is required and can be found linked below.
