Proposals are being requested and a written solicitation is issued separately. Description: The United States section of the International Boundary and Water Commission (USIBWC), Las Cruces Facility (LCF), located at 504 S. Miranda Street, Las Cruces, NM 88005, requires the disposal of stockpiled sediment material along the banks of the Rio Grande channel and within the USIBWC's Rio Grande Canalization Project (RGCP), as described in the PWS. Refer to the attached PWS for description of the requirement to include but limited to; experience, licenses, insurance, equipment, personnel, and management. This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01 March 13, 2026. The solicitation number is 191BWC26R0011 and this solicitation is issued as a request for proposal (RFP). This is a 100% Small business Set Aside. The associated North American Industry Classification System (NAICS) code is 562119 Other Waste Collection, with a corresponding small business standard of $47M, additionally to be considered small for purposes of Government procurement, a firm must perform at least 51 percent of the volume removed with its own equipment or equipment owned by another small dredging concern.
