The NAICS used for this notice is 541613, Marketing Consulting Services/Management and Advisory, which has a size standard of $19 million. Only responses from SAM.gov registered businesses under NAICS 541613 will be accepted. This notice is for commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only notice; challenges to this notice will be accepted, upon which an actual combined synopsis and solicitation will be issued. A written solicitation will not be issued. This acquisition currently has no Defense Priorities and Allocations System (DPAS) ratings. This requirement is subject to availability of funding per RFO 52.232-18. Technical Characteristics: - This requirement covers in-game branding and awareness marketing at Brigham Young University (BYU) football games during the 2026 football season. BYU manages these activities in house and does not bid out to additional parties. An approved DA2575 and an approved justification to limit competition is on file. A redacted J&A for competition is attached along with a statement of work. 1.1 Set-Aside / FAR Regulation: Any award resulting from this notice will be made under a sole source; however, should a successful challenge, as determined by the UTARNG under a Lowest Price Technically Acceptable (LPTA) evaluation criteria, be submitted a combined synopsis/solicitation with a order of precedence as follows will be issued: In accordance with RFO 19.104, any awards under a resulting combined synopsis/solicitation will be made on a competitive basis as full and open. 1.2 Contract Type / Evaluation Criteria: This notice is subject to availability of funds per RFO 52.232-18. The contract type for this procurement will be Firm-Fixed Price (FFP) and challenge evaluation criteria will be based on the LPTA evaluation criteria. A challenger must clearly demonstrate how they will work with BYU to meet the requirements in the attached statement of work. 1.3 Eligibility For Award: The offer must be registered in System for Award Management (SAM) upon submission of proposal and at the time of award to be eligible for the award.
