PURPOSE AND BACKGROUND: The Defense Health Agency (DHA), in coordination with the United States Transportation Command (USTRANSCOM), is issuing this Sources Sought Notice in accordance with DFARS PGI 206.103-170 to identify potentially qualified sources capable of fulfilling the Global Patient Movement Capability requirement described herein. This Sources Sought Notice is issued solely for market research and information planning purposes. It does not constitute a Request for Proposal (RFP). The Government is not obligated to and will not pay for any information or administrative costs incurred by respondents in response to this notice. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. All information received in response to this Sources Sought that is marked proprietary will be handled accordingly. PROGRAM BACKGROUND: In accordance with the attached DRAFT Performance Work Statement (PWS), the DHA and USTRANSCOM requires a contractor to provide a fully operational, staffed, equipped, and maintained widebody aircraft configured primarily for patient movement operations, including in-flight patient care, and training support for uniformed Department of War (DoW) personnel. This requirement also requires the contractor to participate in various military exercises, load and transport miscellaneous cargo, and provide space available travel services. This capability must be available for operations across the Continental United States (CONUS) and Outside the Continental United States (OCONUS). CAPABILITIES Interested parties must have the capability to provide and perform all of the requirements listed in the attached DRAFT PWS, summarized (but not limited to) below: Within 60 days of award, Contractor must provide the following: 1. In-Flight Patient Movement services to ensure safe and effective transfer and medical care for patients with varying medical needs, ranging from ambulatory care to intensive care. 2. Training Support for in-flight and static Patient Movement training to DoW uniformed personnel. 3. Contractor must provide one fully configured aircraft that meets all regulations and requirements to conduct patient movement operations as described in the attached PWS. and submit for airworthiness evaluation. 4. Contractor must configure the aircraft with litter stanchions, medical/other equipment in accordance with the attached PWS. Contractor shall provide fully configured aircraft within 60 days for airworthiness evaluation. 5. Contractor must provide all aircrew, aeromedical and critical care crews, medical management and clinical oversight of patients, administrative oversight and credentialing for clinical crew members, required narcotics, and operations infrastructure to perform multi-day international patient movement operations. 6.
