Volpe National Transportation Systems Center (Volpe Center) intends to solicit and award on a sole source basis to Wasmer Consulting, in accordance with FAR 13.106-1(b). The Volpe Center is supporting the Department of Defense War (DOD/W) in modeling military transportation related noise to meet AICUZ, NEPA and other mandates and statutes. In order to remove obstacles to general flight operations and flight training (needed for military readiness) around installations, the Volpe Center seeks to add new functionality to BaseOps to efficiently import and export data for military training exercises and to reduce conflicts between exclusion zones and air operations, in accordance with the attached Statement of Work (SOW) and terms and conditions.
