GENERAL INFORMATION & DESCRIPTION The United States Coast Guard (USCG) Base Los Angeles Long Beach (LALB) has a requirement to repair Chiller #2 located in Building 20. This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The contractor shall provide all labor, materials, equipment, transportation, supervision, and expertise necessary to replace two (2) compressors, one (1) thermal expansion valve, two (2) contactors, one (1) filter drier, and three (3) pumps (including associated motors, seals, and equipment) within the Dunham-Bush Chiller #2 system. All work must be completed in strict accordance with the Scope of Work (SOW), manufacturer instructions, and industry standards. Proposals must include a detailed pricing sheet with labor and parts and materiel. 2. SUMMARY OF SCOPE OF WORK (Please reference the SOW Document for full details) The work consists of, but is not limited to, the following requirements for Chiller #2 Dunham-Bush (Model# ACDS040ARGS, Serial# 2B82000007) : Perform Lockout/Tagout (LOTO) procedures in coordination with the Contracting Officer's Representative (COR). Recover and legally dispose of/recycle up to 50 lbs of R-410a refrigerant in accordance with federal, state, and local environmental regulations. Remove and dispose of two (2) existing compressors (1A and 1B), filter drier, two (2) contactors, and one (1) thermal expansion valve. Provide and install two (2) new Dunham-Bush Compressors (Model: DSH140A4ALD) , a new thermal expansion valve, new contactors, and a new filter drier. Pressure-test the system to verify structural and vacuum integrity, pull a deep vacuum, and verify hold. Charge the system with up to 50 lbs of virgin R-410a refrigerant. Remove the insulation box on Pump Skid Serial No. 843637 and replace two (2) WEG 5HP (00536ET3E184JM-W22) pumps. Clean all seal contact surfaces and install two (2) new Cast Iron WEG Motors with Armstrong seals, ensuring precise shaft alignment. Re-attach insulation on the pump skid. Supply one (1) WEG 5HP (00536ET3E3184JM-W22) pump to the Government as an on-site spare. Restore system power, perform operational startup testing, and check for leaks or operational abnormalities. Startup testing must be witnessed and signed off by the COR, Base Electrician, and Base HVAC Technician. Provide a minimum one (1) year comprehensive warranty covering parts, materials, and workmanship starting from the date of final Government acceptance. 3. SITE VISIT & SOW PHOTOS No site visit is required or scheduled for this solicitation. Potential offerors shall not conduct on-site investigations.
