Description
The U.S. Food and Drug Administration (FDA), Office of Facilities Engineering and Mission Support Services (OFEMS), has a requirement for exterior and interior repair and preventative maintenance of the Pacific Southwest Laboratory located at 19701 Fairchild Road, Irvine, California 92612. The project consists primarily of: • Structural steel surface preparation and application of corrosion-resistant coating systems on exterior stairs, sunshades, roof access stairs, entrance canopies, and chemical storage shed structural components. • Interior and exterior non-structural concrete crack repairs, including associated surface restoration and replacement of damaged resilient flooring where required. • Associated mobilization, quality control testing, safety controls, closeout documentation, and warranty requirements. The facility will remain occupied and operational during construction. Contractors shall coordinate all work with FDA facility personnel and comply with applicable security, safety, and access requirements. The requirement is being solicited as a competitive 100 percent Small Business Set-Aside. TYPE OF CONTRACT: The Government intends to award a Firm-Fixed-Price construction contract. PERIOD OF PERFORMANCE: The Contractor shall achieve substantial completion within 180 calendar days after issuance of the Notice to Proceed (NTP). A one-year workmanship warranty shall be required following final acceptance. WAGE DETERMINATION: Construction Wage Determination CA20260024, Modification 03, dated May 18, 2026, applies to this requirement. BONDS: Performance and Payment Bonds will be required from the successful offeror within fifteen (15) calendar days after contract award. SITE VISIT: A mandatory site visit will be conducted: Date: July 1, 2026 Time: 8:30 AM Pacific Time Location: FDA Pacific Southwest Laboratory Irvine, CA 92612 Registration for the site visit is required no later than June 26, 2026. Attendance is mandatory. Proposals from firms that do not attend the site visit will be considered non-responsive. Interested offerors are advised to thoroughly review the complete solicitation package, including the SF 1442, Performance Work Statement (PWS), drawings, specifications, wage determination, pricing schedule, security requirements, and all attachments and amendments. The Government will not be responsible for an offeror's failure to examine all solicitation documents and site conditions affecting contract performance. Offerors are responsible for ensuring their proposals fully comply with all solicitation requirements, instructions, terms, conditions, specifications, and attachments.
