SUBJECT: Clarification Request for Information (RFI) – Family of Affordable Mass Missiles – Palletized Beyond Adversary's Reach (FAMM-P BAR) Acquisition Strategy Update AGENCY: Department of the Air Force, Air Force Life Cycle Management Center (AFLCMC/EBIW) RESPONSES DUE: 8 July 2026 at 1400 Central Time Disclosure: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a (Commercial Solutions Proposal) CSP or a promise to issue an CSP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not seeking proposals at this time and will not accept unsolicited proposals. Vendors are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. 1.0 PURPOSE The purpose of this Clarification RFI is to inform industry of an update to the Government's acquisition strategy for the FAMM-P BAR program and to solicit feedback on the revised approach. Based on initial market research, the Government intends to bifurcate the FAMM-P BAR prototyping effort into separate acquisition cycles. 2.0 UPDATED ACQUISITION STRATEGY OVERVIEW FAMM-P BAR will be broken into separate acquisition cycles, which may result in multiple agreements. This strategy is designed to immediately leverage vendors with existing highly classified infrastructure while simultaneously opening the aperture for Non-Traditional Defense Contractors to drive down unit costs for the kinetic airframe to fulfill an immediate need. Cycle 1 : Advanced Integration & Payloads (Immediate Need) Schedule: Immediate release and award pending approval and funding. Security Requirement: Active Top Secret / SCI Facility Clearance Level (FCL) required at the time of proposal submission. (Potential SAP requirements will be outlined in the final solicitation). Safeguarding Requirements: Must possess the capability to securely host and process classified information up to the Top Secret/SCI level and protect all generated Controlled Unclassified Information (CUI) and export-controlled technical data. Scope: Focuses on the integration of highly classified advanced threat defeat payloads, and secure communications with the Navy Dahlgren Battle Management System (BMS). Key Deliverable: Vendors will be required to design their classified systems as modular "black boxes" compliant with Weapon Open Systems Architecture (WOSA) and deliver Unclassified/CUI Interface Control Documents (ICDs) to the Government.
