Amendment No. 0001 – Industry Questions Regarding Draft Solicitation Documents The purpose of this amendment is to encourage industry review of the draft solicitation package and associated documents and to invite the submission of questions for Government consideration prior to release of the final solicitation. The Government encourages interested parties to review the draft solicitation, Performance Work Statements (PWSs), attachments, exhibits, pricing workbook, and all associated acquisition documents provided with this pre-solicitation notice. Offerors are encouraged to identify and submit questions, ambiguities, inconsistencies, or areas requiring clarification utilizing the attached R5_OSIST RFP Q&A Template . The Government anticipates issuing the official solicitation with an abbreviated proposal response period following release. Accordingly, interested parties are strongly encouraged to conduct a thorough review of all draft solicitation materials and submit questions during this pre-solicitation phase. Early submission of questions will assist prospective offerors in preparing responsive proposals and facilitate a more efficient solicitation process. Questions shall be submitted electronically using the Government-provided Q&A Template no later than Tuesday, June 16, 2026. The Government reserves the right to consolidate, paraphrase, or otherwise group similar questions when preparing responses. Responses to questions may be incorporated into the final solicitation, issued through solicitation amendments, or otherwise addressed at the Government's discretion. Submission of questions during this pre-solicitation period is voluntary and is intended solely to assist the Government in refining solicitation requirements prior to issuance of the formal solicitation. All other terms and conditions of the pre-solicitation synopsis remain unchanged. Original Description The U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS), intends to issue a competitive Full and Open solicitation for the award of a single-award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for Occupational Safety, Industrial Hygiene, Information Systems, and Training (OSIST) support services. The contemplated acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Products and Commercial Services; FAR Part 15, Contracting by Negotiation; and FAR Part 16.5, Indefinite-Delivery Contracts. The Government intends to award one (1) IDIQ contract resulting from Solicitation No. 75F40126R00020. The resultant IDIQ contract is anticipated to support FDA enterprise-wide occupational safety, industrial hygiene, laboratory quality, biosafety, information systems, and training requirements through issuance of individual task orders.
