DESCRIPTION OF REQUIREMENT DHS's Office of Health Security (OHS) requires technical and operational support to sustain and enhance the Integrated Consortium of Laboratory Networks Portal and Data Exchange Utility (DEU) in support of the Integrated Consortium of Laboratory Networks (ICLN), a partnership of federally supported analytical laboratory networks providing capabilities across chemical, biological, radiological, and other threats to humans, animals, food, and the environment. The contemplated contract will provide ICLN-specific portal operations, including secure web platform, data exchange utility, and the ICLN combined registry. A contract action is contemplated on a sole source basis under the authority of Revolutionary Federal Acquisition Regulation Overhaul (RFO) 6.103-1, Only One Responsible Source, and 41 U.S.C. 3304(a)(1). Based on market research and program needs, Datastream Connexion has been identified as the only responsible source capable of meeting DHS's requirements for this effort because replacing the current ICLN Portal would require re-engineering or replacing both the portal and the DEU, initiating a new ATO process, incurring significant costs and delays, and creating risks to ICLN mission continuity. Based on this research, the practical near-term market option that can safely and efficiently meet ICLN requirements is the incumbent portal solution, supporting a sole source acquisition approach while longer-term options are explored. DHS reviewed information about available platforms, including DHS-wide and multi-component contract vehicles, and found no existing awards that could address the ICLN-specific portal, DEU, and combined registry needs at acceptable risk, cost, and schedule.
