This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. This acquisition is for the selected Contractor to provide all necessary, non-personal, Mess Attendant services, to include, but not limited to management, supervision, administration personnel, labor, transportation, uniform, and incidental supplies and services to provide Mess Attendant Services at Base Los Angeles, Long Beach, San Pedro, CA. To accomplish its mission, it is essential that the dining facility be always maintained in an attractive and sanitary condition, and that military etiquette is adhered to. Base LA/LB consists of one dining hall, named Charles Walter David Jr. Dining Facility, that provides meal service for breakfast and lunch, meeting the nutritional needs of Coast Guard and civilian personnel. Contractor employees generally perform all work between the hours of 0600 and 1400 PST, Monday through Friday (except Federal holidays). However, there may be occasions when Contractor employees shall be required to work other than normal business hours due to special events or circumstances, including weekends and holidays, to fulfill requirements under PWS. The Contractor shall provide Mess Attendant services for special events, such as Reservist Weekends and Official Functions, on an as-needed basis under this Reserve Contract Line-Item Number (CLIN). Note: This procurement is an 8(a) competitive set-aside with the caveat that State Licensing Agency, considered other than small business, will be allowed to compete. Offers from the State Licensing Agencies (for Blind vendors) operating under authority of the Randolph-Sheppard Act, 20 USC, §107(a-e), must be given priority in accordance with regulations prescribed by the Secretary of Education at 34 CFR §395.33. This procurement is subject to the Randolph-Sheppard Act (RS-Act), 20 U.S.C. §107, Operation of Vending Facilities and 34 CFR §395.33, Operation of Cafeterias by Blind Vendors, which establishes a priority for blind persons recognized and represented by the State Licensing Agency (SLA), in the award of contracts for the operation of cafeterias on federal facilities. Accordingly, although the solicitation is 100% 8(a) competitive set-aside, the State Licensing Agency will also permitted to submit a proposal in accordance with 34 CFR 395.33(b). This notice is not designed to discourage competition, rather, it notifies all potential Offerors that the priority established by the RS-Act for proposal received from SLAs and other blind vendors is applicable to this procurement.
