Specialized Experience: Past success and technical competence on similar project types. Capacity: Ability to perform the work and meet project schedules. Past Performance: Record of previous work quality, responsiveness, and client satisfaction. Technical Approach: Project understanding, quality control procedures, and innovative concepts.
