Driver travels 10 miles to the Veteran s residence. Veteran is picked up at 7:30 AM. Veteran is transported 7 miles and arrives at the appointment location at 7:45 AM. A 30-minute wait period is provided. Based on Section 5.8 and the included wait time provision, should billing begin at the Veteran pickup time, appointment arrival time, completion of the included wait period, or another point defined by the solicitation?
