Description
The Department of Health and Human Services (HHS), Indian Health Service (IHS) plans to procure, on a sole source basis, telecommunications services (POTs Analog, Primary Rate Interface Director Inward Outward Dialing, Dedicated Internet Access from Sacred Wind located in New Mexico. The response close date of the notice for this requirement is June 30, 2026, at 12:00 PM EST in accordance with FAR 5.203(b). This acquisition will be processed pursuant to the authority under FAR Part 12 – Acquisition of Commercial Products and Commercial Services and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code (NAICS) is 518210 - Other Computing Infrastructure Providers, Data Processing, Web Hosting and Related Services. Business size standard is $40,000,000. The telecommunications service is required to communicate with Northern Navajo Medical Center's (NNMC) system server resources, RPMS/EHR, Dentrix, Radiology X-Ray images, and ScriptPro systems. Also, DZHC Staff utilize telecommunication services to conduct daily business operations that are vital to medical services and critical to patient care. IHS has the need to obtain telecommunication services from a local exchange carrier for Dzilth-Na-O-Dith-Hle Health Center (DZHC). Sacred Wind located in the area must continue to provide the same PRI DIOD, POTs Voice Group numbers and Dedicated Internet Access (DIA) bandwidth at 250mbps or higher. The current service provider offers this service and has fiber connected to the facility and microwave signal broadband that reconnects to a fiber infrastructure for internet connectivity. Based on the market research conducted, there is no expectation that at least two (2) IEE/ISBEE can meet the requirement. Sacred Wind is the only known local exchange carrier that can meet the telecom services required by IHS. Therefore, OMAS plans to issue a sole source award to Sacred Wind (non-IEE/ISBEE). This notice is not a request for Telecommunication services solicitations. However, if any interested party, especially a Native American Indian Economic Enterprise (IEE) or a Native American Indian Small Business Economic Enterprise (ISBEE), believes it can meet the Government's needs, it may submit a capability statement, proposal, or quote for the Government to consider. The response and any other information furnished must be in writing and must contain sufficient details to allow HHS to determine if the party can perform the requirement. Responses to this notice shall be submitted via email to Contract Specialist, John Otubu, at john.otubu@hhs.gov no later than 12:00 P.M. EST on Tuesday, June 30, 2026. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
