Sources Sought Notice for .338 Norma Magnum (NM) Anti-Materiel Precision Ammunition DESCRIPTION : The United States (U.S.) Army Contracting Command-New Jersey, (ACC-NJ) on behalf of the Project Manager for Maneuver Ammunition Systems (PM MAS) is seeking sources to produce the .338 Norma Magnum (NM) Anti-Materiel Precision Ammunition utilizing a high-performance case. The ammunition is for use in the U.S. Army's Mk22 Precision Sniper Rifle (PSR) platform. This initiative supports the need for a reliable supply of high-quality precision ammunition. SPECIFICATION : The ammunition must meet all requirements outlined in the Military Detailed Specification MIL-DTL-XM1224. The Military Detailed Specification is marked Distribution D (Authorized to the Department of Defense (DoD) and DoD contractors only). Requests for the Military Detailed Specification shall be submitted in writing using AMSTA-AR Form 1350 Technical Data Request Questionnaire (attached) along with a signed DD 2345 Military Critical Technical Data Agreement form and a fully executed Non-Disclosure and Non-Use Agreement (attached). Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the specification and top drawings (See www.dlis.dla.mil/jcp/ for instructions and information). Offerors should submit their certification via DD Form 2345 or register immediately. To provide the data to foreign subcontractors, offerors must apply for an export license. An offeror's delay in applying for DD 2345 certification or an export license will not be a basis to extend the closing date of any future request for proposal. The cartridge case shall consist of steel or brass that can reliably function at chamber pressures between 85 and 90 kilo-pounds per square inch (ksi) while not imparting additional rearward force on the bolt face when fired or require additional extraction force to cycle the action when compared to cartridges at 62ksi utilizing standard brass cases. The required penetrator shall consist of Class III Tungsten Heavy Alloy (WHA). The ammunition shall be compatible with the U.S. Army's Mk22 rifle. The cartridge must demonstrate an average extreme spread of less than 1.0 Minute of Angle (MOA). Interested sources without a previously validated (by the U.S. Government) high-pressure (85-90ksi) capable cartridge case design will be responsible for verifying their cartridge case design is in accordance with the Military Detailed Specification MIL-DTL-XM1224 at their own expense. It is at the U.S. Government's discretion to accept alternate high-performance cartridge case solutions. Those interested in supplying their own cartridge case technology should also submit an outline of their plans and schedule to verify their design, in addition to any backup data to support claims that their design will conform to MIL-DTL-XM1224 requirements at their own expense.
