The Department of Veterans Affairs, Alexandria Veterans Affairs Medical Center (AVAMC) at 2495 Shreveport Highway, Pineville, LA 71360, requires contractors to provide residential housing services to include room, board, transportation, therapeutic rehabilitation and recovery, and other required services. The Alexandria VAMC intends to award a fixed priced Indefinite Delivery/Indefinite Quantity Contract (ID/IQ) with a five (5) year ordering period with a period of performance from 1June 2026 through 31 May 2031. The residence shall be within a 30-mile radius of the Alexandria VA Health Care System, 2495 Shreveport Hwy, Pineville, LA. 71360. The solicitation will be available for download on Contract Opportunities at https://sam.gov. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. ***This is a pre-solicitation notice, and no quotes will be accepted in response to this notice. BASIC SERVICES: Services shall be furnished to beneficiaries for whom such care is specifically authorized by the Department of Veterans Affairs (DVA). It is understood that the type of patients to be provided with services under this contract will normally require services above the level of simple room and board. Residence/Building/Housing is preferred to be within a thirty-mile radius of the VA hospital for transportation purposes. The purpose of this contract is to provide a safe, low-barrier emergency shelter and coordinated supportive services for veterans experiencing homelessness, with the primary goal of rapidly resolving housing instability and securing permanent housing. The program will deliver comprehensive case management as the central service component, focused on assessing each veteran s housing barriers, developing individualized housing plans, and actively coordinating with the U.S. Department of Veterans Affairs (VA) and community partners to obtain and sustain permanent housing placements. In the event there is an emergency, proximity is of the utmost importance. Also, transportation to and from meetings and appointments will be more feasible from this central location. This solicitation is being issued as a tiered evaluation with the following tiers: (1) SDVOSBs and VOSBs (2) all other small business concerns with HUBZone small business concerns and 8(a) participants having priority; and (4) other than small business concerns. If award cannot be made at each tier, the next tier of quotes will be evaluated. If a quote is acceptable in a tier, it will be accepted and awarded at that tier. If award cannot be made, the solicitation will be cancelled and the requirement resolicited.
