This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO FAR PART 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number W911S626QA029 is issued as a Request for Quotation (RFQ) for Affinisep brand Solid Phase Extraction (SPE) sampling media. Notice of Intent to Sole Source (Brand Name) The U.S. Army Test and Evaluation Command (ATEC), Applied Sciences Division at Dugway Proving Ground (DPG) intends to solicit and negotiate on a sole-source basis with Affinisep USA, LLC. This acquisition is restricted to the brand-name Affinisep sampling media under the authority of FAR 12.201-1 for restricting competition for commercial acquisitions valued at or below the simplified acquisition threshold. As support for this brand-name restriction, this specific Affinisep media has undergone an extensive, multi-year Verification and Validation (V&V) process for chemical agent testing Programs of Record. No other brand or source can meet the Government's technical and regulatory requirements without rendering all test results scientifically invalid and non-compliant with established ISO 17025 procedures.
