Overhaul Requirement for the C-5 Dual Power Winch (DPW)view on SAM.gov

Title: Pre-solicitation - depot-level overhaul effort for the C-5 Dual Powered Winch (DPW) Synopsis for this requirement is being issued by AFSC/PZAAB (FA8538). The 409th Supply Chain Management Squadron (SCMS) / GUMA anticipates a five-year, Firm Fixed Price (FFP) Indefinite Delivery Contract (IDC) for the overhaul effort for the C-5 Dual Powered Winch (DPW) National Stock Number (NSN) 1680-01-593-5680UC P/N: 200413780-20 to provide all the necessary depot-level overhaul of the C-5 DPW to a serviceable condition in accordance with the manufacturer's technical specifications. The anticipated IDC will include one (1) 12-month basic year and four (4) one-year option periods. The proposed contract action is for services for which the Government intends to solicit and negotiate using Other Than Full and Open Competition (OTF&OC) procedures in accordance with RFO Part 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government does not own any production level technical data or specialized test equipment in support of this requirement. As a result, Thomas Instrument, Inc., – CAGE 50LP4, is the only known source with adequate knowledge of the C-5 Dual Powered Winch (DPW) National Stock Number (NSN) 1680-01-593-5680UC P/N: 200413780-20 performance requirements and possession of the required technical data and capabilities needed to perform the overhaul services in support of this item and ensure compatibility of the equipment. The Government's required delivery schedule is 120 days after receipt of assets. The quantities shown below represent the Best Estimated Quantities for this effort.
