By responding to this solicitation requirement, the contractor(s) confirms that at least 50 percent of the supply contract value is composed of commodity and supply items that are supplied by a domestic small manufacturer or processor. If there are no small business manufacturers for any particular commodity or supply item included in this solicitation requirement, the contractor must immediately identify and submit that item(s) to the Contract Specialist/Contracting Officer to ensure a waiver is obtained prior to submission of a quote. Failure to ensure all commodity and supply items are supplied by a domestic small manufacturer or processor may result in a protest, delay and /or cancellation of the requirement. USACE is not responsible for the administration of the construction requirement. Ongoing challenges and current market disruptions in the construction industry have shown a trend in causing delays and financial hardship with IO Contractors. It is imperative that successful 10 Contractors are financially secured and can maintain adequate source of funds in the event there are ongoing and extended delays from the construction requirement.
