Modification 4: The purpose of this modification is to alert interested parties that NASA intends to issue a significant amendment to 80MSFC26R0002 ESSCA II addressing the potential impact of NASA's February 6, 2026, Workforce Directive: Restoring NASA's Core Competencies. This amendment will require new submission (or resubmission) of proposals from any potential Offerors. In addition, NASA is assessing the potential impact of recent Executive Order 14402 "Promoting Efficiency, Accountability, and Performance in Federal Contracting”, released on April 30, 2026, on 80MSFC26R0002 ESSCA II. Impact to ESSCA II, if any, could be identified either as part of a combined solicitation amendment addressing both the Workforce Directive and Executive Order, or separate amendment as appropriate. The primary purpose of Amendment 00002 is to provide an update to Attachment L-1 Excel Pricing Model as further defined in Block 14 of the Amendment 00002 SF30. As a result of this change, the due date for proposal submission has been extended to Monday, March 16, 2026, 2:00 p.m. Central Time. This posting also provides an ESSCA II RFP to Amendment 00001 Clause and Provision Change Matrix. This matrix is provided to assist potential offerors in navigating FAR and NFS clause and provision updates resulting from the Revolutionary FAR Overhaul (RFO) and associated Procurement Class Deviations (PCD). This matrix is not an official Agency guidance document but is provided to assist in assessing impacts to the ESSCA II RFP which was released January 30, 2026. The matrix may not capture every change resulting from the RFO and associated PCDs. Interested parties are under no obligation to use or rely on the information provided in this matrix.
