Type 4 Subscale Missionization/ Launch Execution Support and Additional Direct Labor Hours to Support Engineering Services; Combined Sources Sought/Notice of Intent to Sole Source HQ014719C0005 Purpose: The Missile Defense Agency (MDA) is conducting market research to support Type 4 (T4) Missionization and Launch Execution of one (1) T4 target and the associated Engineering Services. The information contained herein only initiates communication with industry to assess market potential. No solicitation document exists currently. This Request for Information (RFI) constitutes no Government obligation to procure these items or issue a solicitation. The Government does not have an obligation to pay for information responding to this RFI. In accordance with the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 6.103-1, the Government will allow for capacity statements for follow-on contracts. MDA is seeking alternate sources that can provide missionization and launch execution services to support the execution of one (1) T4 Subscale Air-Launched Short Range Ballistic Missile (SRBM). If no alternate sources are found to be available, the Government intends to issue a sole source modification on the T4 Subscale Contract, HQ0147-19-C-0005, to Northrop Grumman Systems Corporation (NGSC), Commercial and Government Entity (CAGE) code 8LM16, 1575 South Price Road Chandler, AZ 85286 under Statutory Authority 10 U.S.C. 3204(a)(1) as implemented under FAR RFO 6.103-1(b) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Based on currently available information, MDA believes that only NGSC can provide the required services without substantial duplication of cost that is not expected to be recovered through competition and without unacceptable delays based on the fact NGSC has already completed all design/development and most pre-missionization work. As MDA does not have data rights for portions of this design, MDA is unable to provide the Technical Data Package (TDP). The period of performance (PoP) for this effort will align with the existing contract, which ends in September 2027. A contract PoP extension through September 2030 is expected to be awarded by July 2027. This notice is intended to meet the requirements of both FAR Part 5 and Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.103-170. MDA is also seeking alternative sources that can provide T4 Subscale Engineering Services, trade service, and re-missionization efforts to support the Missile Defense System test program. If no viable alternate sources are identified, the Government intends to award this effort as part of the aforementioned sole-source contract modification to NGSC under the T4 Subscale contract. Based on currently available information, MDA believes that only NGSC can provide the required services without substantial dupli…
