Invoices may be submitted only after all required items and license/support information have been delivered and accepted by the Government. The nonmanufacturer rule is not separately stated in the RFQ. The Government confirms that the nonmanufacturer rule does not apply to this acquisition because the RFQ is at or below the Simplified Acquisition Threshold. All other terms and conditions of the RFQ remain unchanged, including the requirements for new, genuine OEM products and valid publisher-authorized license entitlements, authorized reseller or distributor documentation, delivery, warranty/support, and all applicable RFQ requirements. A non-TAA country of origin, by itself, will not make a CLIN technically unacceptable, provided the quoted item otherwise meets all RFQ requirements, including requirements for new, genuine, authorized, non-counterfeit, non-gray-market products and valid license entitlements. All other terms and conditions remain unchanged.
