Mission and Facilities Support for Blossom Point Satellite Command and Tracking Facility (BPTF)view on SAM.gov

The Naval Research Laboratory (NRL) intends to award a cost-plus-fixed-fee indefinite-delivery indefinite-quantity contract on a sole source basis with Artic Slope Regional Corporation (ASRC) Federal System Solutions, LLC (AFSS) located in Beltsville, MD for Mission and Facilities Support for Blossom Point Satellite Command and Tracking Facility (BPTF). The NRL requires a 5-year effort to design, develop, integrate, test, and provide anomaly resolution, health and safety interventions and ground station implementation and integration of hardware and software interfaces between all existing and in development Blossom Point Tracking Facility research and development initiatives, and related subsystems. The requirement is deemed to be available only from one responsible source in the case of a follow-on contract for the continued provision of highly specialized services, therefore an award to any other source would cause unacceptable delays in fulfilling the agency's requirement. AFSS is the only company with the requisite engineering and technical services expertise, qualified sources and multi-mission, multi-classification autonomous ground architecture enclave capabilities to meet the Blossom Point Tracking Facility requirements. AFSS personnel currently perform critical ground and station space vehicle operations for a large number of satellites, in addition to managing the underlying infrastructure the system relies on. The system supporting these satellites requires unique knowledge to operate that can only be gained through utilizing the unique systems, and only AFSS has. To achieve the present level of technical service expertise required to be able to perform the requirement, to include its specialized training ability, it would take another contractor over 18 months in specialized NRL multi-mission, multi-classification enclave experience.
