This RFI is for informational and planning purposes only and does not constitute a solicitation for bids or proposals and is not to be construed as a commitment by the Government. No Statement of Work, Performance Specifications, or Requirements Package is currently available for release. This RFI is a market research tool to determine the availability and adequacy of potential commercial sources. The Government is not obligated to reimburse, and will not pay, for any information received from potential sources as a result of this RFI. The information provided herein is subject to change and in no way binds the Government to solicit for, or award, a competitive or sole source contract. 2.0 DESCRIPTION The Program Acquisition Executive Marine Corps (PAE MC) Program Manager Tactical Communications and Electromagnetic Warfare Systems (PM TCE), Electronic Warfare Systems (EWS) team is seeking industry feedback regarding a capability to perform Own Force Monitoring/Sensing (OFM/S) within the electromagnetic spectrum. The overall OFM/S capability will include multiple configurations including Own Force Monitoring at Echelon (OFM-E) and Squad Level Sensing (SLS). The Marine Corps seeks Commercial or Non-Developmental Items (NDI) that can meet Marine Corps' operational and performance requirements. Draft documentation defining these requirements will be provided upon request. While the Marine Corps intends to provide the OFM/S capability via multiple configurations, this RFI focuses on the OFM-E. OFM-E consists of vehicle- or command post-mounted systems that provide persistent monitoring and integration with Command Control Computer/Electromagnetic Battle Management System (EMBM), operated by Space and Propagation Engineering Officers, Spectrum Managers and communications specialists at company, battalion, and higher echelons. The OFM/S capability is designed to provide Marine Corps units with real-time awareness, passive analysis, and monitoring of their electromagnetic spectrum (EMS) signatures. OFM/S enables commanders and operators to establish baseline emissions, detect signature anomalies, identify unauthorized transmissions, and enforce active signature management (SIGMAN) and emission control (EMCON) measures across all operational echelons. By delivering actionable intelligence on friendly force emissions, the OFM/S system enhances operational security, supports signature deception, and maximizes survivability in contested and congested electromagnetic operating environments.
