QUOTATION SUBMISSION REQUIREMENTS The following requirement is hereby added to the solicitation: TECHNICAL APPROACH NARRATIVE Offerors shall provide a Technical Approach Narrative not to exceed one (1) page. The Technical Approach Narrative shall describe the offeror's proposed approach for successfully performing services under CLINs 0001 through 0003. At a minimum, the narrative shall address: a. The offeror's approach for coordinating and managing the required services. b. Identification of the proposed subcontractors, service providers, disposal facilities, vendors, or other local resources anticipated for performance of CLINs 0001 through 0003. c. The offeror's approach for providing waste oil, oily waste, wastewater collection, hauling, and disposal services at the required port locations. d. The offeror's process for coordinating vessel schedules, service requests, and arrival/departure dates with local service providers. e. Any contingency plans should a proposed subcontractor, disposal facility, or service provider become unavailable during contract performance. The Government recognizes that subcontracting arrangements may change after award; however, offerors shall identify the subcontractors, service providers, disposal facilities, and local resources anticipated at the time of quotation submission. 2. EVALUATION CRITERIA The paragraph entitled: "THE GOVERNMENT WILL AWARD A FIRM FIXED PRICE CONTRACT BASED ON BEST VALUE TO THE GOVERNMENT: 1. EXPERIENCE/PAST PERFORMANCE, 2. AVAILABILITY (SERVICES, DATES AND PIER LOCATION), AND 3. PRICE." is hereby deleted and replaced with the following: THE GOVERNMENT WILL AWARD A FIRM FIXED PRICE CONTRACT BASED ON BEST VALUE TO THE GOVERNMENT USING THE FOLLOWING FACTORS: 1. TECHNICAL APPROACH 2. EXPERIENCE / PAST PERFORMANCE 3. AVAILABILITY 4. PRICE All evaluation factors are of equal importance.
