The Compact aims to reduce poverty and promote economic growth in Sierra Leone by strengthening the country's electricity sector. The Government, acting through MCA-Sierra Leone, intends to use a portion of the MCC grant to finance eligible payments under the contract for which this Request for Offers (“RFO”) is issued. 2. The Compact consists of the following three (3) projects: (i) the Transmission Backbone Project, which aims to expand and reinforce Sierra Leone's electricity transmission network; (ii) the Distribution and Access Project, which aims to improve the reliability of electricity supply and expand access to electricity in selected communities; and (iii) the Power Sector Reform Project, which aims to improve the financial sustainability, governance, and performance of the electricity sector. MCC requires that all beneficiaries of MCC funding, including the Accountable Entity and any applicants, bidders, suppliers, contractors, consultants, sub-consultants, and subcontractors under MCC-funded contracts, observe the highest standards of ethics during the procurement and execution of such contracts.
