NSWCPCD is seeking sources for a commercial off-the-shelf (COTS) portable fuel storage system with an integrated pumping capability. This is a SOURCES SOUGHT (SS) for a fuel storage and transfer system in support of the SPDRS program. THIS IS NOT A REQUEST FOR PROPOSALS. Key Parameters include but not limited to: Features: System shall include a standard utility fuel service nozzle System shall be capable of receiving fuel from a military hand service nozzle with a diameter of 1.650 inches and nozzle length of 7.280 inches (reference NSN: 4930-00-106-8674) System shall be capable of receiving fuel at a minimum rate of 10 GPM (threshold) or 25 GPM (objective) System shall be capable of dispensing fuel at a minimum rate of 10 GPM (threshold) or 25 GPM (objective) using an integrated pumping capability System shall have a method of accurately measuring the volume of fuel remaining System shall include or be compatible with a meter to accurately measure amount of fuel dispensed during operation System will consist of two different sizes of fuel tanks, a “Small” and a “Medium” The SPDRS Small shall possess a maximum capacity of between 20 and 50 gallons The SPDRS Medium shall possess a maximum capacity of between 70 and 120 gallons System shall be transportable on off-road vehicles when full. Specify if manual vent cap is an option and provide latch details to ensure latch is robust. System shall be 24V and/or 12V compatible. System shall be stackable while full. System shall be man portable by 2 to 6 marines when empty. System shall be fully operational down to -25 degrees Fahrenheit (F) without the addition of any special cold-weather kits and up to 125 degrees F. System shall be compatible with MILSPEC fuel to include diesel and JP-8. It is desired that the system is durable enough to withstand up to a 5.3 ft drop full. It is desired that the system has a drain plug. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS ANNOUNCEMENT: Vendors shall provide the following information: Responses for each key parameter listed in this document, i.e. how the proposed solution meets each parameter listed in this document. Relevant documentation (data sheets, user manuals, test reports, etc.). Include details on the filter used and if all components are Berry Compliant. Also provide DOT compliance information. Under separate cover, provide unit cost with price breaks up to a quantity of 100. Range with not-to-exceed estimate is acceptable.
