SECTION 1: INTRODUCTION The National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC) is hereby soliciting information from potential sources capable of maintaining and operating NASA facilities, systems, equipment, and utilities (FSEU) at KSC and Cape Canaveral Space Force Station (CCSFS); and providing logistics and other technical support services at KSC under a fixed price contract. The Spaceport Infrastructure, Maintenance, and Operations (SIMO) contract will succeed KSC's Base Operations and Spaceport Services (BOSS) contract; however, complete requirements under the performance work statement are to be defined. Requirements contemplated under this acquisition reflect a significant departure from the services under the BOSS contract and its canceled follow-on procurement for Spaceport Operations and Center Services. Specifically, NASA is assuming end-to-end engineering responsibility for all assigned FSEU. Additionally, NASA will perform engineering analysis, causal determination, technical disposition, system-level evaluation, and corrective-action development. NASA will also directly operate and manage continuous spaceport integration activities including real-time monitoring, conflict assessment, and customer communication for all KSC Spaceport operations. This includes providing scheduling and master schedule management, integrated outage coordination and infrastructure impact management, prescribed burn coordination, and transport integration and hardware movement oversight. Finally, NASA will perform construction support services to include participation in workforce planning for Construction of Facility (CoF) and Local Authority projects; providing recommendations on necessary construction support levels; attending design reviews; reviewing design packages for constructability; participating in construction status discussions; and providing coordination and project-administration support. The SIMO contract is expected to support over 30 customers, including NASA, other Government agencies, and commercial customers, across approximately 220 square miles, primarily at KSC, Florida, and CCSFS, Florida. Performance under the contract is anticipated to commence no earlier than April 2027. NASA is seeking capability statements from all interested parties, including all socioeconomic categories of small businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals. Vendors are encouraged to demonstrate capabilities as a prime, subcontractor and/or teaming partner.
