The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic?s intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Pacific Defense Strategies for CSU SOFTWARE. The Government intends to negotiate solely with Pacific Defense Strategies under the authority of FAR 13.106-1(b) due to solicitating from a single source not exceeding the simplified acquisition threshold. The NAICS Code is 513210 and the Small Business Size Standard is 334511.This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted by accessing the specific notice in the PIEE Solicitation Module by 15 June 2026.
