Solicitation Method: NAVFAC intends to issue one (1) solicitation in September 2026 that results in the award of approximately five (5) Indefinite-Delivery Indefinite-Quantity (IDIQ) Multiple Award Construction Contracts (MACC) primarily in support of the Shipyard Infrastructure Optimization Program (SIOP) Multi-Mission Dry Dock. Solicitation and award of the MACC is anticipated to utilize single phase (one-step) Design-Build (DB) selection procedures. Anticipated Evaluation Factors: Anticipated non-cost/price and price evaluation factors for the solicitation are summarized as follows: Factor 1 – Technical Approach (acceptable/unacceptable) Factor 2 – Experience Factor 3 – Past Performance Factor 4 – Small Business Utilization and Participation Factor 5 – Safety (acceptable/unacceptable) Price NOTE: The Government anticipates that evaluation of Factor 2 – Experience will encompass relevant projects for BOTH construction projects AND design projects.
