Raytheon, as the sole designer, developer, original equipment manufacturer (OEM), and supplier of the NGJ-MB for the Navy EA-18G aircraft, possesses the unique capability and expertise to satisfy the minimum needs of the Government. Consequently, only Raytheon can ensure interoperability between software and hardware systems due to the ongoing changes, upgrades, and system enhancements that are being made under existing contracts. Raytheon is the incumbent on the current contract N6893621D0009. Performance of the work required under this prospective contract requires a Facility Clearance to the level of Top Secret. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response, which shall be considered by the agency.
