This project is required to restore reliable electrical service to the mobile shooting range and return the facility to full operational capability in support of training and mission readiness. This is a combined synopsis/solicitation for commercial services prepared in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. The Government intends to award a Firm Fixed Price (FFP) purchase order resulting from this RFP to the responsible vendor whose quote conforms to the RFQ and is most advantageous to the Government considering only price and price related factors. Scope of Work : The project includes all labor, parts, tools, plant, equipment, appliances, transportation, materials, and supervision necessary to replace the failed underground primary electrical service between the existing tap box and transformer supplying power to the mobile shooting range at Ellington Field Joint Reserve Base as specified in the attached Statement of Work.
