The provisions and clauses incorporated in this solicitation are those in effect through the Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement as of the date of issuance and are included in the attached SF 1449. For commercial acquisitions using simplified procedures under FAR Part 12, Buy American applies unless the value exceeds the applicable Trade Agreements threshold, in which case Trade Agreements apply – except where an exception applies. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to procure the following products manufactured by NORSAT INTERNATIONAL, INC. located in Richmond, British Columbia, Canada. Norsat 3000 Series 3100F-BPF-6 C-Band Single-Band LNB Part # 3100F-BPF-6 Qty. 75 The NORSAT INTERNATIONAL, INC. brand is required because these filters are qualified form-fit replacements of existing LNB filters, minimizing engineering costs for installation. These band pass filters have been tested the and it has been determined that they meet operational performance requirements. Selection of an alternate source would cause the Government to incur additional time and cost. The requested material represents the minimum requirements of the government. All costs associated with this requirement must be included in the quoted price. This includes shipping and freight to Dahlgren, VA 22448-5114 as well as any tariff or duty charges.
