Offerors shall provide pricing which is all-inclusive of: Course delivery, Materials, Instructor fees, Examination, Certification and any optional services (if applicable). Offerors shall propose pricing per participant. Offeror shall propose a period of performance that is concluded prior to 30 September 2026 at the contractor's location or other designated CONUS classroom location. The Government intends to evaluate proposals and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government will notify offerors if a submission is missing any required elements. Offerors must provide the missing information within 24 hours of notification. Failure to respond within this 24-hour window will result in the submission being deemed technically unacceptable and ineligible for award. EVALUATION FACTORS FOR AWARD: Award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the best overall value, price and other factors considered. In determining the best overall response, the combined non-cost/price factors are more important than the cost/price factor; however, cost/price is a significant factor. Offers will be reviewed for adherence to the solicitation/statement of work, then evaluated for technical acceptability, SSGR availability of offeror's proposed course dates, and finally by price analysis.
