SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source only Optronic Laboratories, LLC, of Orlando Florida, Cage Code 86T64, under the authority of FAR 13.101(b) for Noncommercial items using Simplified Acquisition procedures. This is being solicited on a sole source only basis because Optronic Laboratories, LLC, of Orlando Florida, Cage Code 86T64 is the Original Equipment Manufacturer (OEM) for the electrical and electronic components making up the Multi-Spectral Targeting Systems Depot Test Equipment. The OEM is the only responsible source capable of fulfilling this requirement due to their exclusive, proprietary processes. Additionally, the specialized test equipment provided by Optronic Laboratories is the only solution that ensures full interoperability with current repair depot facilities. Introducing an alternative system would result in unacceptable integration issues, making Optronic Laboratories the sole viable solution to meet the technical requirements. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 866-606-8220 or via the internet at https://sam.gov.
