This RFP will be advertised as full and open with active SAM registration under North American Industry Classification System (NAICS) Code 236220 Commercial and Institutional Building Construction, size standard $45M.In accordance with Department of Defense Federal Acquisition Regulation Supplement (DFARS) 236.204, the estimated magnitude of construction is between $25,000,000 and $100,000,000. 100 percent (%) payment and performance bonds will be required. Please note in compliance with Federal Acquisition Regulations (FAR) 22.505 and 36.104(c), the Project Labor Agreement Provision 52.222.23 and Clause 52.222.34 will be included in the solicitation. See FAR Subpart 22.5 Use of Project Labor Agreements for Federal Construction projects for more details. Project Description: Seattle District USACE has a requirement from the Department of Veterans Affairs (VA) for the new design and construction of Phase 2B, Building 201 of approximately 74,500 square feet (sf), earthwork, site utilities, communication service, stormwater best management practices, site circulations (e.g., walkways and portions of roadway), traffic, wayfinding, landscaping, site furnishings, temporary facilities, and incidental demolition. The work also includes installation of some medical equipment, systems, and furnishings which will be acquired and provided by the VA. The site infrastructure shall have at least a 50-year life expectancy with industry-accepted preventive maintenance and repair cycles. The objective of this construction project is to design and construct a new facility (Building 201) which will also function as a ?seismic replacement? to accommodate services while existing Building 81/81C undergoes seismic improvement and renovations and to provide for the growing need of ambulatory care functions at the Veterans Affairs American Lake (VAAL) campus.
