In accordance with the RFO Federal Acquisition Regulation (FAR) 10.001(c) authorizing responsible and constructive exchanges with industry, this is a SOURCES SOUGHT SYNOPSIS announcement to be used for preliminary market research purposes only. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this sources-sought notice or any follow-up information requests. Pursuant to RFO FAR 10.001(d), the Government is requesting only the minimum information necessary to determine market capabilities and size status for this procurement. Any future acquisition will be conducted in accordance with the Brooks Act as implemented in RFO FAR Subpart 36.102 and 36.202. The type of solicitation, set-aside determination, and final contract vehicle issued will depend upon the responses to this notice. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of the Small Business, including 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB), as well as Large Businesses , to compete and perform services under a contract. Project Requirement The firm must be capable of furnishing all labor, supervision, tools, materials, equipment, and transportation to perform Levee Safety Architect-Engineer (A-E) Services primarily within the South Pacific Division (SPD) for the U.S. Army Corps of Engineers (USACE), Los Angeles District. The work consists of professional A-E services required for performing inspections of flood risk management projects including channels, debris basins, and dams, performing levee safety Formal Inspections (FIs), and providing required input for comprehensive Risk Assessments. The contractor will be responsible for planning, preparing, and conducting formal engineering inspections of levee systems, floodwalls, pump stations, and associated structures. Subcontracting limitations prescribed in RFO FAR 19.104-3(c) and RFO FAR clause 52.219-14 (Limitations on Subcontracting) shall be followed. Firms must demonstrate their ability to comply with the requirement that they will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Proposed Contract Vehicle The requirement being considered is an Indefinite Delivery Contract (IDC), which may result in either a Single Award Task Order Contract (SATOC) or a Multiple Award Task Order Contract (MATOC), as outlined in RFO FAR Part 36 Construction and Architect-Engineer Contracts.
