Introduction This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Part 12. The Army Contracting Command, 413th Contract Support Brigade (CSB), Regional Contracting Office - Hawaii (RCO-HI) intends to issue a firm-fixed-price purchase order for Protestant Administrative Religious Education Coordinator services for the U.S. Army Garrison-Hawaii (USAG-HI), located on the Island of Oahu. 2. Scope of Work The contractor shall provide all personnel, supervision, and other non-personal services necessary to perform Protestant Administrative Religious Education Coordination services as defined in the attached Performance Work Statement (PWS). The contractor shall provide two (2) full-time coordinators to support the Religious Support Office (RSO). Services include, but are not limited to: Coordinating and executing weekly and seasonal religious education programs. Preparing and distributing monthly calendars, flyers, and other publicity materials. Managing facility reservations for RSO events. Tracking program attendance and preparing reports. Supporting community-wide events such as Vacation Bible School and resiliency expos. These services will primarily support the Aliamanu Military Reservation (AMR) Chapel, Fort DeRussy Chapel (FDC), Helemano Military Reservation Chapel (HMR), Main Post Chapel and Main Post Chapel Annex. 3. Contract Type and Period of Performance The Government intends to award a Firm-Fixed-Price (FFP) contract. The anticipated period of performance will include five (5) year ordering periods . 4. Set-Aside and NAICS Code This acquisition is 100% small business set-aside. The applicable North American Industry Classification System (NAICS) code is 813110 - Religious Organizations, with a small business size standard of $13 million. 5. Evaluation Criteria The Government intends to award a contract to the responsible quoter whose quotation represents the Lowest Price Technically Acceptable (LPTA) offer. Quotations will be evaluated based on the following factors: Factor I: Technical Capability Subfactor 1.1: Staffing Approach Subfactor 1.2: Coordinator Qualifications Subfactor 1.3: Technical Understanding of Requirements Factor II: Past Performance Factor III: Price To be eligible for award, quotations must receive an "Acceptable" rating for both Factor I (Technical) and Factor II (Past Performance). 6. Registration and Submission Requirements All prospective quoters must be registered in the System for Award Management (SAM) at https://www.sam.gov to be eligible for contract award.
