If delivery can only be made within the U.S., the delivery point shall be Brownsville, TX. For evaluation purposes, the Government will internally add the estimated transportation and customs costs from the U.S. to Mexico to the bid to determine the LPTA (Lowest Price Technically Acceptable) proposal. The Government may award the contract based on the initial offer without discussions. The resulting contract will be awarded on a firm-fixed-price basis. All interested vendors must be registered in the SAM (System for Award Management) database at https://sam.gov/content/entity-registration prior to submitting a quotation, in accordance with FAR provision 4.1102 policy.
