Solicitation number 15BCTS26Q00000003 is issued as a request for quotation (RFQ). The Federal Bureau of Prisons, CTS Contracting Office, is seeking quotes from sources that have the ability to provide community-based outpatient for a national peer support service in the community to augment traditional mental health and substance use disorder treatment for inmates currently participating in Community Treatment Services and to provide reentry peer support for all inmates in community placement. The service will be delivered via mobile application utilizing tele-support or video-support mechanisms by certified peer support specialists to inmates in community placement on cellular phones, laptops, and tablets. Community Reentry Peer Support shall be made available to the inmate population 365 days a year, seven days per week, from 7:00 am to 10:00 pm, local time of the location where peer support services are being provided. Outside of these hours, inmates shall be given contact information for other support options, such as crisis lines, hotlines, or lifelines, for urgent crisis situations. The peer support service will provide proactive support to inmates in community placement; identify risk factors for relapse and recidivism and offer direct support to navigate these challenges; improve mental health outcomes; and assist inmates in becoming law-abiding citizens, which aligns with the FBOP's mission to provide self-improvement opportunities. Simplified acquisition procedures are being used and anticipated award date is September 10, 2026. This acquisition is set aside for small business concerns.
