The U.S. Army Corps of Engineers (USACE) Mission Support Battalion (UMSB) awarded the Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) W912HQ22D0006 to Xator Corporation, now known as Summit Point Raceway Associates, Inc., on 18 February 2022 for a total ceiling amount of $8,900,000.00. The ordering period consists of five years beginning on 22 February 2022 through 21 February 2027, with a six-month extension from 22 February 2027 through 21 August 2027. The requirement was for anti-terrorism and security training, which consists of the following: The Contractor shall provide all labor, equipment, materials, supervision, contiguous training facilities and other items and services necessary except for items identified as Government furnished property to conduct 6 days of the INTAC training session per class consisting of the following modules: Evasive/Defensive Driving; Surveillance Detection/Route Analysis; and Basic Firearms. Additional modules to be included in each class as needed include the following: 2-day Evasive/Defensive Driving Module; 1-day Tactical Combat Casualty Care Module; 1-day Combined Unimproved Road Driving and Off-Road Driving Module; and 3-day Advanced Firearms Module, 1 day surveillance/detection, half day hostage survival restraint defeat and 1-day practical exercise. HECSA Contracting now intends to issue a modification to IDIQ W912HQ22D0006 to increase the capacity of the contract by adding additional individual courses as well as new courses expanding on the original content to meet evolving anti-terrorism needs and accommodate personnel from other federal agencies who would benefit from the specialized training. This modification is also expected to increase the contract ceiling by $1,638,144.00. The changes include additional exercise role players and more advanced training for dignitary and executive protection, medical training, firearms handling, restraint escape, and command staff driving. The advanced training is expected to use many of the same resources already in use for training under the contract. This Notice of Intent is not a request for competitive proposals. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing proposed contracts based on responses to this notice is solely within the discretion of the Government. The Government will not be responsible for costs incurred in the preparation of any information submitted or use of such information.
