Summary of the Requirement Background DHS Science and Technology (S&T), Office of Science and Engineering (OSE), Systems Engineering and Standards Division (SESD), provides various enterprise-wide services to DHS in the areas of technical standards and conformity assessment. Such services include the funding of organizational membership in consortia groups, trade associations and professional societies that develop and promote technical standards and conformity assessment schemes. NFPA subscription services under Department of Homeland Security (DHS) order (70RTAC24P00000001) was originally managed through the DHS Library. The overseeing of this effort is now with the Office of Safety and Environment (OSE), Safety and Environmental Services (SES), and Standards. The NFPA codes and standards, which are critical for maintaining safety, compliance, and operational effectiveness across DHS facilities and programs. Subscription to the NFPA provides integrated access to research information that is not available in any similar scope, and DHS requires the information located within NFPA for research into programmatic areas, emergency services and planning, state and local codes, and federal regulations, and facility inspections and certification programs.
