The types of appraisal services to be acquired are but not limited to: Commercial office space and properties Leases for telecommunications towers and land Easements for rights-of-way Leases for acquisitions and outgrants (grazing, salvage value, timber, rock, sand, gravel, etc) Tract appraisals for Fair Market Value of real property for acquisition and disposal Gross appraisals for Civil Works and Planning Estimates Residential properties Industrial and Light industrial properties The period of performance of the resulting agreement will be five (5) years from the date of award. The BPA Master Limit is $350,000; where no single BPA call may exceed the remaining capacity of the BPA. Pricing will be evaluated under each individual call issued under the BPA. In accordance with FAR 12.201-1(e)(3), the Government is only obligated to the extent that authorized orders are placed under BPAs. Interested vendors are notified that the Government's intent is to award multiple (at least 3) Purchase Agreements from this solicitation. Submission Requirements Interested Real Estate Appraisers should review the “Submission Requirements.pdf” attached to this announcement and submit the required Company Information and Supporting Technical Documentation by June 18, 2026 2:00pm Hawaii Standard Time to Mr. Colin Waki (colin.k.waki@usace.army.mil) and Mr. Kriztofer Laborete (kriztofer.r.laborete@usace.army.mil). Interested parties are encouraged to become familiar with USACE Engineer Regulation (ER) No. 405-1-04 (29 January 2016). USACE ER 405-1-04, Policy and Regulations: Section IV provides the primary USACE appraisal guidance. Paragraph 4-26 f. states in full: “Contract Appraisers. USACE may engage the services of qualified and competent contract appraisers and consultants to augment staff capabilities.
