Combined Synopsis/Solicitation - 70Z08526Q0026719 The United States Coast Guard Deputy Commandant for Systems (DCS) is issuing this combined synopsis/solicitation on behalf of the Surface Forces Logistics Center (SFLC) to award a firm-fixed-price service contract, as detailed in the attached Statement of Work. . Purpose and Scope • Provide USCGC FIR with 02 low overhead 11,000lb weight test bags to enable ships force to conduct biennial weight tests on dual point and single point davits. P/N CT-CPS-5LH 2. Deliverables and Performance Requirements • QTY: 02 CRANE TEST WATER BAG Capacity = 5,000 kg (11,023 lb) PN: CT-CPS-5LH • QTY: 02 90° elbow with male and female camlock (w/STA-LOK II) • QTY: 02 2” x 15 ft long lay flat hose with female camlock (w/STA-LOK II) and male camlock connections at opposite ends. (Purpose: Fill /offload hose) • QTY: 02 2” PVC ball valve comes with male and female camlocks (w/STA-LOK II) to connect to 2” fill hose • completed assembly shall be delivered to: USCGC FIR ATTN: CWO Pelletier 300 North Fill Pier Cordova, AK 99574 The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation is most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: • Technical Capability (Pass/Fail) • Past Performance (Pass/Fail) • Total Price A quotation must receive an Acceptable rating for all non-price factors to be eligible for award. Among all acceptable quotations, award will be made to the responsible offeror submitting the lowest evaluated price. To establish Technical Capability (Pass/Fail), the quotation must demonstrate a clear understanding of the work statement requirements, conform strictly to all specifications in the attached Statement of Work, and provide any adequate capability and corporate experience documentation required by the solicitation. Failure to meet these criteria will render the quotation unacceptable. The Government will evaluate recent (completed within the last three years) and relevant past performance to assess the likelihood of successful performance. Past performance will be evaluated on an acceptable or unacceptable basis. To receive an acceptable rating, past performance must demonstrate a rating of satisfactory or higher performance of similar work. Offerors without recent or relevant past performance will be assessed as "Neutral" and considered acceptable for award. Past performance demonstrating marginal or below performance is unacceptable. Offerors shall identify all subcontractors anticipated to perform work under this contract. For each subcontractor, the offeror shall provide the subcontractor's name, address, point of contact, phone number, the specific work items/specifications they will perform, and the percentage of work they will execute.
